If you want to see Seoul quickly and safely then the HOHO is a great option. It takes you to all the major attractions and the buses run frequently
Unfortunately we did not enjoy our hop on - hop off bus tour of Seoul. Perhaps it was the time of year - early spring - but this was not a nice way to see the city. We ended up not going on the tour the second day and instead toured on our own.
